DV NTSC widescreen is an anamorphic Comp preset.
It means that it has the same pixel count as plain NTSC DV, but it achieves the widescreen aspect by using pixels that have a stretched shape, rather than increasing the amount of pixels.
Because of this, you have to enable the PAR preview button in the Comp panel (see attached picture), so that After Effects displays a corrected preview that takes the pixel aspect into account.
It's extremely important that you read the the After Effects Help section on Pixel aspect ratio and frame aspect ratio.

That behavior is correct. You need to enable the pixel aspect ratio correction in the composition viewer. Check here: Composition settings. As an alternative, work in square pixel comps and only nest them into an anamorphic comp for final rendering. Link also on that page...
