The secret is to check the resolution of the item before adding it to the image.
If they are not the same, the item will appear to shrink or expand as it adopts the resolution of the target image

You can then resize it relative to the background, without losing its native resolution - until you rasterize it. Then it takes on the resolution of the background layer.

The problem is that you can’t apply any filter to smart object till you dont rasterize the layer.
