The streaming process is handled your the streaming server, usually
the streaming server has several algorithms to detect bandwith and
lower the packages or increase the packages that are send to the user.

I don't kniow how Flex manages video buffering and loading, but I believe you can stream video without a "streaming server", just using Flex.

And anytime you are doing anything on the web, a slower connection means poorer performance, and if you are talking about dialup and video, the conversation ends to a certain extent.
