    Standalone Swf

I have this swf that we use as a template and modify per user inputs and this swf is emailed to other users (something like say a daily report) Now the problem that I am running into is that when I open the open the swf it throws Error#2148. So to overcome this error I used -use-network=false compiler option and it worked fine for the local resources (if the swf accesses any) but doing this it wont let me access anything from the internet (since this becomes the security violation).

Is there any way that I can set some security flag (sign it or something) in swf, so that when I send it to the users -the swf opens the local resources(on their local machine) or internet resources (from internet). I want to do this programatically not by installing the trust configuration file etc . ?
