i don't know if after-effects can do something like that but i know flash can't dynamically edit the video in real-time. flash could overlay dynamic text over the video and that's what it looks like is happening on the 2nd website you linked.
Good point about the dynamic editing. To be clear, the editing isnt gonna change, just the name of the student and thier photo if i can be so lucky. So its just text that is changing. I think both videos do this. Thanks for the reply.

But it's still rendered inside the video. Not to crush your idealism, but this is way beyond just rendering something from AE. More than anything else, you will have to have a suitable server backend, i.e Flex or Flash Video Server and because it is supposed to generate all the files in a few seconds at best, it will have to have considerable steam under the hood, no matter if the text is inserted as vector text overlays or rendered to the video stream directly. I don't think that is feasible in the environment you are talking about. At best I could see some Flash file that takes the input and adjusts a premade overlay text to reflect the strings the students input and you may be able to even insert images into a placeholder area, but all strictly with the means a normal Flash file offers and all of it therefore rather 2D-ish and simplistic.

Yeah, this is the sort of thing that you can do with After Effects and Flash together, but not really just one or the other in isolation.
Here's a link to a presentation by Michael Coleman in which he shows how to use Flash and After Effects together in a way somewhat similar to what you describe.
You also might find that exporting your composition from After Effects as an XFL file will give you the flexibility to manipulate that components in Flash as you need.
Ill have to check out that Coleman vid. Also I have the resources of a large University so if you could mention a few things i should look into (Mylrnium) that would be great. Thanks guys for the help. I have all the tools and I think our machines are strong enough to create the video. I just need to know what technology and software I have to use.
I dont know where to look to make a video like this. Its a newer interactive media.
Well, for encoding the Flash video and sending it out to the end user, you will probably need something like the Flash Encoding Server (http://www.adobe.com/products/flashmediaencoding/). The rest could possibly done with conventional Flash files that receive the user data in forms and insert it into server templates, if a suitable backend (PHP with Flash extensions, Cold Fusion, Flex) exists. anyway, this is way too specific and even though I try every day on my own sertver, I'm not exactly a good web designer, so better ask in the respective forums. You'll sure find some knowledgeable experts there.
