You can do this in AIR with a HTMLLoader. To do it in a swf I think you
need to fake it with an IFrame.
That sounds like an iFrame solution.
If so, google: flex iframe
Although I have used such, they are problematic at best and you would be wise to reconsider a redesign to avoid the iFrame implementation.
Ah, it is not the iFrame but rather the wmode that is the culprit in such cases.
But also see his advice and warnings. In my experience, Flash and HTML are like water and fire. Every time I mix the two I run into the weirdest bugs.
