To make an image map in Fireworks draw hotspots on an image and type a url for each one, in the box Link of the properties panel. Then export it as html.

I've done that step before -- I've used it when I made images for websites -- and I've seen how it creates about a dozen files of different slices.
But the part that has me stuck is how do I put that map into an email message? I'm testing with Apple Mail, but I'll ultimately have to be able to do it in Outlook, also.
Creating HTML for email is a subject unto itself. Every major email client has different limitations. Before you try just copying an HTML page into an email, you should do some research into creating HTML emails. SitePoint has some articles:
