Well don't lose your job! I think your right.. I just found it before I checked this thread for an answer. Looks similar.
The effect renders painfully slow. With my machine it takes 34 min. for 4 seconds. Is this about right or is something wrong?

The Cartoon effect uses the GPU to render. If you don't have a GPU, then the rendering might take a long time, as the effect has to fall back to using the CPU. That said, long render times are sometimes an unfortunate reality with visual effects and compositing software. If you're going to be working with this kind of software professionally, you need a beefy machine with lots of RAM, a fast processor (or set of processors), and preferably a good graphics card.
It's Find Edges. And then some tinting. Not a Toon effect.
I do have a GPU, but its not the latest, but not too old either. Its an nvidia geforge go 7600.. laptop computer.
And I think navarro was right, its find edges with tinting. Good thing, because that one renders fast.
