No because then you would have Flash advertising coming out of your printer as well as your screen without asking for it!
Basically, the Flash Player security model restricts you from doing pretty much anything unless it's based off user interaction.
But AIR is for desktop, it has the Adobe AIR FileSystem component shouldn't it have the AIR print component which is separated from flash?

I agree with you though, AIR should have some security restrictions reduced(such as silent printing), but if anything, Adobe has gone the other way and been more paranoid about security on the desktop. "Remote code executing natively" and all that.
On a technical front, OS interaction deeper than what we have already would be time consuming as each of the OS (windows, mac, linux) that is supported by the AIR runtime would need to implement the behaviour differently.
All we can do is keep pushing for feature requests for AIR 2.x
Or keep using Merapi for this sort of thing.
