What you "could" do is create a web page that points to a .jpg of the PDF then send that from within your browser.

You can try and place a .jpg in the body but on the other end it will still come across as an attachment and may not show (depending on the users settings).
Even with HTML emails, many email clients will have a choice to view images or not. It's a security thang.
But yes, it's probably an HTML email that they've seen.
