Are you using Intellipoint software for a Microsoft mouse or other input
device? Disable it if you are.
I do have MS Intelipoint. Shutting down ipoint.exe does stops the flickering, but Premiere Pro is still crashing after loading a project (which rules out a display issue).
I also recently tried uninstalling my third party video codecs (K-Lite /w ffdshow) and updating quicktime, but to no avail.
The IntelliPoint 6.3 driver fixes the glitching.

Now, go ahead an invoke a crash, as it's been doing for you.
Immediately, go to Even Viewer and look in two of the tabs: System and Application. Look down the list for yellow warning flags and red error flags in that time frame. Should be some of each. Dbl-click on each one. Some will be useless code, but others might yield clues and especially links. Follow each link and see what you find. Again, many will just be useless code, but you should find some real gems. Do follow every link an every link one any of those pages. Most links will take you to an MS site and page, though some might lead to a hardware or software company's site. Read every page linked to carefully.
Here's basically what you should see:
