previous / next buttons don't show in webhelp navigation pane

Im generating a webhelp for my project, but no matter which style I choose, the previous/next buttons do not show. How can I make the previous/next buttons show ? They are listed in the javascript files, and the .gifs are in my webhelp directory, but they do not show on the screen. I tested this with IE6, firefox and opera .
