It may be reasonably easy to deduce by testing.
If it works like RoboHelp 8, here is how I believe things are.
Say a term exists in multiple topics. Topic A has three occurrences of the term while Topic B has 15. Topic B would be ranked higher as a result.
If the term is found in a Heading level, it ranks higher than it will for the term existing in topic content. This means a Single occurrence of the term in a Heading will outrank 15 occurrences in topic text. It also means if the term is found in Heading 1 it will outrank a term found in Heading 4.
What seems to trump them all is if the term is found in the Topic Title.

Search algorithm for ranking in RoboHelp Server works the same way as it does in RoboHTML i.e. topics having search query in topic title are ranked highest and then the topics having search query in search keywords and then the ones having it H1, H2, H3, H4 and so on.
Topics with same ranking are sorted alphabetically.
