If you mean you want to have a separate link from each frame, then it cannot be done. A link is applied to an image as a whole, whether it is static or animated. Images do not contain active code, so you cannot link from within an image.
If you have multiple (non-overlapping) hotspots that aren't working, then try getting that to work with a static image. Once that works, simply replace the static image with the animation. The HTML works the same no matter if the image is static or animated.
It's true, you cannot link every single image of every frame to different page. Flash is the program which can achieve that pretty easy.
If the link doesn't work, check the address to be written like http://www.mywebpage.com and not www.mywebpage.com .
If you didn't import the hotspot information (Aka import Fireworks
html) you will need to add the hotspots within Dreamweaver.
