Smart Object bug: "Could not save ... because of a program error"

On Windows 7 (RC) there appears to be a problem with permission to save the Smart Object temp file. Photoshop wants to save the temp file in Users\{username}\AppData\Local\Temp but it seems like Windows is preventing access to that folder. Not sure why, my username has full access permissions to the folder. But when I try Save As to that folder I get the same error. If I do Save As to a Documents folder it works—but that destroys the Smart Object. The saved file becomes unlinked from the Smart Object in the original image.

It gives the same error even if I run Photoshop as Administrator. Is there a workaround? Maybe some way to specify another temp directory?
