Looks like that specific effect's file could be corrupted, or there is missing data.
You could use the After Effects (or Production Premium or Master Collection) installer to uninstall (Applications > Utilities > Adobe installers) After Effects and install it again (then apply the 9.02 updater).
As mentioned, could be anything from damaged resources inside the .plugin package file to simple permissions issues. Since you already see the file, why not simply right-click and chose Information or Show Content to verify? If something's not right, you will get a warning there as well which indeed means you may need to make use of the Repair function of the CS4 installer...
Thanks for the info, You're rite. There's nothing in the MacOS or Resources folder. Seems I gotta repair my install.
