You have the press/click the Tool (in this case, the Rectangle Tool) to access the sub-tools.
Also, notice the little tiny arrow at the bottom of the Rectangle Tool (as well as others on the toolbar), basically means there are sub-tools available.
I kind of figured that is what someone would say right out of the gate. I should have mentioned in the initial post that in addion to hovering over the tool I also clicked it, but when I do it there are no sub tools, only the rectangle tool. I included a screen shot of what I get when I click on it which is a menu that includes only the rectangle tool. no amount of hovering, clicking or foolinf with the little arrow will bring up anything othe then the rectangle tool. In fact I have been clicking on the other little arrows in the other toold and each one of them only offers one choice of tool so if there are supposed to be other tool offerings on the icons with little down arrows I cannot seem to access those either.
I have flash CS4 installed and It does allow me to access the submenus to the rectangle tool in that program. I'm at a loss. Without the sub tools the program is fairly useless, anyone have any ideas or where I might go for an answer? I have already downloaded the latest update.

What happens when you press the U key in sucession. It should toggle through the 3 topmost Vector Tools (Rectangle, Elipse, Polygon)?
Open Window > Auto Shape Properties and click on any one of the items in the list. What happens here?
Confirm that the Shape Tool (files) even exist. Browse to the following folder C:\Program Files\Adobe\Adobe Fireworks CS4\Configuration\Auto Shape Tools and confim that you see a total of 26 files (png+jsf) in this folder.
Point taken, believe me it was snark born of deep abiding frustration and in no way a reflection on my normal non-insane attitude to anyone offering help. Apologies around.
I installed the update to the program but I did not reboot the computer after the update … guess what, works as advertised … I didn’t think the update required a reboot, maybe it doesn’t and the reboot fixed something else … don’t know. I will check this on the other machine that has Fireworks CS3 it was doing the same thing. Thank you all and please excuse my manners .. under a deadline, over budget and I needed circles … grin.

By the sounds of it, since the update fixed it, it may have (originally) been due to a corrupt preference file.
