Can anyone tell me how I can slow down (decrese speed until it stops spinning) rotation with the rotate over time effects?
The rotation has to run normal for about 7 sec. before slowing down.
The current rotation expression is: (time-inPoint) * effect("Rotate Over Time")("Rotation (degrees/second)")

Why not simply create keyframes for rotation? The effect preset of course was meant for continuous motion and can be modified, but why bother, when it can be done easier the old-fashioned way?
