      DateFormatter patch submissions

      Thanks to Gareth Arch for the patch.


      The fix adds support for a milliseconds formatting option. The formatString uses "Q" to represent milliseconds.



      http://bugs.adobe.com/jira/browse/SDK-13650 - DateFormatter parseDateString function applies the timezone offset to the year value


      Thanks to Doug Schimidt for the patch.


      The fix adds the use case for timezones with GMT+, not just GMT-.
