You will never be able to fix this. That's frames for you.... Consider
what will happen when the bottom frame requires a scrollbar!

I am using frames for simple navigation using the flash menu.

Simple goes out the window once you start using frames. Just make your site with flat pages. And reconsider using a Flash menu, at least until all search engines support them.
