Yes, only 720 x 576. That is the spec. No, it is no use to start with 1280 x 720. Better scale your images in PS to DVD dimensions.
Be sure to produce a DLT for the duplicating house. That offers you the best choice in which house you will do business with.
Should i add titles and pictures with with the 720x576 settings also. currently i have used 720x576 settings with image stills which are larger. Am i lowering the picture quality by doing this?
Scaling still images is best done in PS. The scaling is significantly better than in PR. However, if your source material is generally larger than your sequence setting (720 x 576), it will allow you to make some pans (use the motion effect) or other moves. Maybe that is attractive to create some motion instead of only stills.
The images have to be still. Problem is, im pretty useless with PS lol

If you are NOT going to be Panning on a Zoomed out image, you are best to resize precisely to your Project's Frame Size and then Import those for use in PrPro. The Titler is a great tool to use to make your Titles. PS is also a great tool, with more flexibility, but a bit more work. You mention that you are not an expert in PS, so I would suggest the PrPro Titler. The manual and Help files cover Titler really well, but if you have any questions on it, please don't hesitate to ask them here.
