In our administrations incomming invoices are scaned with: Commenting Not Allowed and stored on the server. I have a read only function to all the invoices. I cannot (re)store or add anything to the original pdf and I don't need or want to do so.
How can I enable the toolbar: Comment & markup toolbar? I know this option is not available in my document because of "Commenting not Allowed".
But is there a way to add comment to a "copy" pdf. This would make my work much more easier if I could mail or print (for archieve) these pdf together with comment (inculded"). Now I have always to pieces of paper when I print or I have to store my comment in the mail and add the pdf.

With Adobe Acrobat, not Adobe Reader, you can add notes.
Thanks for the answer. Indeed I'm using Acrobat Reader 8 and not Acrobat. But using Acrobat is aming with a canon on a mosquito in my case.
And for this option only buying Acrobat is to expensive. I use then only 1% or less of it.
