Is this a dreamweaver Template? A .dwt file?
Or is it a purchased pre-designed site page?
In either case, if you rename the file in the dreamweaver Files Panel dw
will prompt if you want to change links. click Yes.
In cs3, I think it is right-click on the file in the Files Panel,
If it's a dw .dwt Template, want to make sure you are using the right
workflow.You don't open the template and do a File->Save As
a proper child page of a template:
File->New->Click Templates Tab
pick this site from list on left, then this template from list on right.
Make sure "update" in lower right is checked then click okay
Now save the file to within the local site folder and add content to the

It sounds like you're using templates incorrectly. You don't change the page
name. Are you opening the template, editing it and then doing a Save as and
saving as an HTML page? If so, you should stop right now and start over.
Correct approach: Create your template. Save it (as a template of course).
Create a New page FROM A TEMPLATE, selecting the template you made.
You will be best served to open up DW's Help and read all about Templates
before you get too deep.
