Fractals are generated patterns based on mathematical rhythms - great WIKIPEDIA page here descibing it ttp://en.wikipedia.org/wiki/Fractal. Sampled results of fractals have been used to create these type of random decorative images.
There may be plug ins to create these kind of effects. A use of Photoshop Extended 3D or even Lighting Effects, (ray tracing) Smart Objects and Warp will get you a lot of the way there.

I actually thought that was the case...that these weren't really fractals...but then the image titles confused me:)
Do you know if there would be a tutorial for creating these types of images anywhere? They look easy to create but think again! I have tried with no success.

Both are based on calculations rendered graphically in another program, then possibly sweetened in Photoshop.

Hope all of you doing fine, your question made me to signup on Adobe.
The images you have posted the link to are also a kind of fractals you may say ultra fractals and are designed by programs using mathematical formulas.
If you want to render designs like the images you have posted then you need to render a larger size of image. All you need to select or animate the fractal frames using software and then render. Im providing you the names of both Fractal programs the old one and the new one and the new one is what a kind you were asking about.
for older kind of fractal it is Tierazon
and for new ultra fractals (some one may say Chaos) is Apophysis 2.02
I just knew these two, both of these programs are free and very small in size, just enter the name and search google for a safe download.
