The short answer is no. The long answer is try it in various ways and if you still can't figure it out, the short answer applies.
I personally think Adobe needs to do one of two things for CS5;
1) Add the ability to generate an Encore chapter marker file separately from actual video or audio exports, that can be used in Encore in conjunction with assets transcoded outside of Premiere or AME.
2) Dump MainConcept and add a truly professional encoder to AME which produces outstanding quality from all sources and includes professional settings (such as CQ mode), so that external transcoders are no longer required.
(Of course, I'd have no objection to implementing both changes.)
