Are both computers running on a network with the same license for the one suite. This could cause a license conflict, however I seem to remember having the same suite on a desktop and a laptop with one license being within the license agreement. If a license conflict is the issue you may want to contace Adobe support by phone to sort it out.
Licensing does not appear to be the problem. Having the suit on a Desktop and a laptop is allowed per licensing agreement. Then, all other components of the suit update without issues, only Illustrator has problems. And those problems exist wether the laptop is turned on or off; no difference.

This is generally an issue with the AI install or the OS. (Duh right? )
Steps I'd try:
- Try running the update while logged in as another user
- Try running the update while booted in Safe Mode (Hold down shift while booting the system)
- Reinstall Ai then immediately run the updates
- Archive and Install the OS then run the updates.
