Hello! I'd be happy to help you, but I need some more information.
Would you post a link to the tutorial you tried? At which step do your results not agree with the tutorial?
What version of Fireworks do you use?
You need two paths; the one you want to distort and the ellipse which
creates the distortion.
I suggest setting no fill to the ellipse so you can see the effect
easily when it has been applied.
If you are distorting text, it must first be converted to paths. Auto
shapes and the rectangle tool must be ungrouped first before the
effect can be applied.

I get this error: This command requires atleast one selected path to be deformed, and a top eclipse to define the fisheye area.
Looks interesting, but I'm still with CS3.
Jim has the answer, though. Have you tried the function with a simple rectangle and an elipse, first? The elipse would need to be above the rectangle and both objects would need to be selected before you use the tool.
Rectangle needs to be ungrouped, remember.
