This does sound like a bad install -- but it also could be related to Windows not being completely up to date or an out of date Quicktime on your machine.
If you go to C:/PROGRAM FILES/ADOBE/PREMIERE ELEMENTS 7, is there a folder called SETTINGS? Does it include sub-folders in a number of languages, and do each of them contain NTSC and PAL sub-folders, etc?

I go to - C:\Program Files (x86)\Adobe\Adobe Premiere Elements 7.0 - but there is no folder called Settings.
I don't know what I've done differently, but I just rebooted and reinstalled one more time and it appears to be working now. (and that "settings" folder has now appeared too).
