Don't know about Production Premium, but I would assume it is like the printed user manuals for the Master Collection. That contains all the applications, like AE,Ct, DW, En, FL, FW, AI, ID, OL, PR, PS, SB.
I figured I'd update this for anyone wondering about it in the future. I purchased the production premium user guide from the Adobe store. Yesterday, a big box with complete separately bound manuals for all of the applications in the suite arrived at my doorstep. If you're thinking of purchasing more than one manual, it would be silly not to purchase the manual for the suite, as you get eight for the price of one this way.
Good to know. (Too bad we have to buy them, though. They usd to be included.)

Going back some versions, I upgraded to the CS2 Creative Suite Premium from CS, and there were no manuals. The full set was then US$60 for all programs. This was a value to me, as InDesign, and AI had changed fairly dramatically between CS and CS2
Later, I upgraded from there to Production Studio, and all manuals were included. This was even better, as I did not have any version of AE, or Encore. However, I did now have 2 sets of manuals for PS and AI, but that wasn't that bad. I gave them to an assistant, who had gone with the CS2 Creative Suire Premium, that did NOT have the manuals.
It seems to change version to version. Nice to know.
