If you want to save it as a separate .prtl file, select the title in the project panel and choose File/Export/Title.

However; you can export titles from one project and import them into another.
Or; you can also import a sequence from another project that contains the titles you want. This may get you more than you want, but the titles will be in your bins.

There is effectively no communication between different projects, but as Curt pointed out, you can import projects into other projects and then changes in one sequence will propagate to other nested sequences.

No, it will not be linked to the previous Project. However, it WILL be linked to each instance of it in the new Project. Use it 8 times, and then edit it and all 8 will reflect that change. If this is not what you want, just load the Title into the Titler and do a new Title "Based On" that original Title.
For use in other Projects later on, the best course for me is to Save the Title as a Template, so that it will always be available to me. I have several sub-folders in my Library for Titles. Some are by Project, some by type and some just in the "Hunt Titles" sub-folder.

Your Saved Title Templates should be in your Documents & Settings\[User Name\Adobe\Premiere Pro\CS4\Templates folder. That is where the ones that you Save as Templates reside. If you cannot access those, check the location, and there should be the .PRTL files that you Saved. Note: your exact Path might be slightly different, than is mine, but you'll be close.
