There's a bit of me that says if it ain't broke...
In theory since RH7 the CPD can be completely and correctly rebuilt from various internal files and it seems to work as designed. Just occasionally, very occasionally, something can go wrong. As you seem to have a problem with the size the file grows to, maybe try it but make sure your backup routine is good.
I'm not meaning to sound negative as the chances are it will be fine. It's just that small chance of something going wrong that worries me.

In RH6, a large, complex project could take a really long time to rebuild the cpd, so the writers were reluctant to delete the cpd if it wasn't necessary. Don't know yet how RH8 will stack up in this regard.
I also use RH8 HTML.
When I use the Clear Cache options and open up my project it takes forever to load and open my project. When I look at Task Manager it says RoboHelp is not responding. Is the 'Not Responding" good?
It sounds like it takes ages but gets there eventually. If this is the case, I'd say stick with it. As Peter as said, recreating the CPD file should work but there may be specific instances where it has more difficulty (e.g. a large project).

It is a large project, I will stick with it.
I've also experienced problems using this option when working with multiple authors and a source controlled project. If an author renames or moves files and folders, anybody with the delete .cpd option enabled would end up with both the new files and the old files showing in their Project Manager window when they next got latest (even though the .cpd doesn’t go into source control).
I know in theory the .fpj files that are committed to source control should tell the project what’s current for each folder, but that wasn't working in our case.
Unless the .CPD file is causing issues, there really is no need to clear it each time. So you may wish to consider disabling the option until you really need it. This would speed things along.

I stuck with letting it run and I got a lot of Broken links. I can restore most of them but on some I am getting the error below:
"You can not restore a topic that would be outside the project folder. Please make sure the reference are to the project folder then try restoring the topics"
I do not understand what this error message is trying to tell me. When I look at the references that need to be restored they all refer to the correct project. Please explain.
When I use the Clear Project Cache option .cpd, I also get tons of broken links.
The only solution that I have found that works for me is:
1. Make a backup of your project.
2. Delete the CPD file and the XPJ file.
3. Then, open RoboHelp and from RoboHelp, open the HHP file.
When you use this method, the conditional tags are usually gone from the Conditional Tag pod. All you have to do is add new conditional tags with the same name as the conditional tags that you had in the project.
You can open the last backup file and make a list of the conditional tags, then add them to your project.
