Because it is a computer-based format rather than a TV-based format, I don't believe there is a separate PAL FLV format (any more than there are separate NTSC and PAL Windows Media files).
However, if you feel the need to set up you FLV file to 25 fps and a 288x240 frame, you can create a custom preset in Share/Personal Computer/FLV by clicking on the Advanced button.
What confused me is that the pre-sets are labelled NTSC rather than just
