I tried your example and it has no problem , what browser are you using and what version is your flashplayer ?
i tested in windows 7 with ie 8 and Google chrome flashplayer 10,0,32,18.
Yeah, i know, it only happens on some machines, for example on my laptop it also works perfect but on my desktop pc it doesn't.
It's pretty freaky! I've tested with Windows XP SP3, IE7 / Firefox 3 / Google Chrome with Flash Player 9 or 10.
No matter the configuration, on my desktop i get the bug and on my laptop (xp, same browsers, player version etc.) i don't. I've also seen the bug happen on my co-workers' laptops at work.
I have a 23" Apple monitor hooked up to my desktop pc and i wonder if the huge stage size in fullscreen might have something to do with it but it's a pretty wild guess considering other people got it on laptops with not so huge screens.

It may be worth trying it with a recent sdk to see if that improves the behaviour. I would also check to see what version flashplayer you are targeting with the compiler and change it up or down to see if that has an effect.
I recompiled with latest flashbuilder version, see if this works on your problem machines - http://gumbo.flashhub.net/fs/
Thanks for the test, it did not change anything on the problem machines.
I will try your other suggestions next.
I was unable to reproduce the issue on my WinXP machine using your SWF or David's SWF.
Feel free to file a bug at http://bugs.adobe.com/flex/ and we can take a look.
Also, please include the system specs (OS version, browser version, Flash Player version, Flex SDK version) of the machines that this isn't working on.
