You ended up in the Premiere, and not the Photoshop forum.
Still, let's see if we can fix this for you. First, check your Mode. You want 8-bit, and not 16-bit. Next, check your Color Mode. You want RGB and not one of the Indexed Modes.
If you have Layers, use either Flatten first (I'd also delete any Alpha Channels, and Paths), or Save_For_Web, to automatically strip and Flatten the multi-Layer image.

I was in 16 bit, and that was throwing me off.

I cannot tell you the number of times that I, and others, have made that same mistake. I shoot RAW 16-bit, and all of my resizing Actions do that as the first operation. Still, if I do it manually, I'll go looking for JPEG and pause, when it's missing. In short - been there and done that too.
