What operating system, what software are you using, what version of camera raw, etc.? In other words, give us a few more details.
It is Windows XP. I am trying to open it in Adobe Bridge, but I keep getting this message.

PSCS4 or CS3? Is this just happened recently after you updating to a new ACR plugin?
I have the same issue. I have CS 4 Extended and have Camera Raw 5.7 installed. I tried all options suggested by various forums.
Tried this KB article http://kb2.adobe.com/cps/407/kb407945.html as well. No luck.
I am using OSX 10.6.8 and have CS4 Extended Suite.
Adobe Photoshop Version: 11.0.2 (11.0.2x20100519 [20100519.r.592 2010/05/19:02:00:00 cutoff; r branch])
Operating System: Mac OS 10.6.8

I was able to open (at last) after 4 hours of trial and error (This is for Windows 7 - CS6 64bit)
I downloaded Camera Raw update 8.2 from adobe site and installed the same. Then launched photoshop, opened mini bridge and opened a TIFF file by right clicking and opening via Camera Raw in Bridge
This issue comes when qualifying product (say Photoshop) licence is not activated.
Try the licensing repair tool for CS3/4
