Is there any Shortcut in Adobe FrameMaker to fit the TextFrame to the Contents of the Text and also to fit the Text Contents to fit the TextFrame.

No. In FM, the text conforms (reflows) to the container (text frame), not the other way around.

What is it that you are trying to accomplish with this? Callouts, marginal notes?

Try using the graphical (inline) text tool from the graphics palette and manually break where you roughly want the end of line to be. Then you can use the align and distribute tools to position text within a "frame" simulated by another appropriate graphics object, such as a rectangle.

You can control the appearance of this text using character tags.
