I am using Premiere pro cs4 on a Mac Pro
I know this is basic to many of you, but a concise, literal answer will be appreciated! LOL
When my footage is either sped up or slowed down dramatically, the footage seems jagged and a bit blurry.
I had heard you need to do something to the clip or clips BEFORE exporting it.
Can someone please just let me know what to do to these clips. I am getting into some time lapses and sped up footage from inside a car and need this stuff looking smooth.

I'm not sure anything can be done for footage whose speed is altered dramatically. There will be a point at which further speed changes simply can't produce smooth footage. You'd need to reshoot with some serious over or undercranking.
In my experience, somewhere around the 30% mark is where things start to get dicey for slo-mo.
