I'm working on a RIA involving image transfomation, and one
part of this is creating a GUI for controlling layering of images,
which should ideally function much like the GUI in flash, except
that the data will be loaded in from an XML file. Luckily this
won't involve anything related to the timeline, but I'd still like
to be able to do things like lock or hide a layer, or drag and drop
them to change the order. I've toyed around with using a list, but
that will hardly do any of what I need it to. Is there some
combination of flex components that I might be able to use to
accomplish this? Has something like this already be done and been
made available? Anything that would point me in the right direction
would be much appreciated.
Did you tried to use a heap of Canvas set to the same size
Your fill your canvases with displayObjects and then play
with visible and transparency properties.
Change the order of canvases by setting the position in the
parent children list.
To clarify a little, what I'm asking about is how I might
re-create the layer portion of the timeline, shown here:

way that in flash, the order of the layers can be changed by
dragging and dropping the layers in the timeline menu. What might
be a good approach for creating something like this using Flex
