Also remember that your scene size needs to be adjusted in order to fit the banner for your website. Here is another link for the commonly used banner dimensions and many other things in a website:

I too am in the proccess of designing not only a entire flash based index but several advertisements for my site and I was wondering if you knew of anything similar to the MToolSoft program that is a free download rather than a trial. I appreciate the help.

At the click of a button it will create a new .fla for you in the size of the banner you choose. It will write all of the clickTAG actionscript for you so that all you have to do is create your animation.
