It's safe to delete them. Premiere will rebuild when necessary.
Why can't I have them stored where I can keep an eye on them in my project folder.
Checking the "Save Media Cache files next to originals when possible" will result in about 98% of the generated Media Cache files (CFA files and MPGINDEX files) being saved in the same folders as your captured and imported media. There are still a few random files that will show up in the folder set in the "Location" option. You can set that location to be somewhere you can more easily keep an eye on.

It's fortunate that I can see and locate these files and delete them. I
believe some people were not allowed access to them.
Anyway will do what you have said and reclaim my C:Drive.
