Also when you look at the size on a Mac HD it shows the size as taken up on the hard drive which can look like it is bigger than it really is.
use SFW and it will tell you exactly how big the file will be.
Yes Jpeg compression is destructive but using it once saving an image for the web is just fine. its the repeated resaving of a file that will destroy an image.

It worked for my first psd file which started out at about 360K...I ended up with a Very High jpeg, at 94 quality when saved for web. However, the next file I tried was smaller (124K), so when I saved for web the high setting yielded a file that was only 35K. I am assuming that 60K is better than 35K, so do I need to start with a file that is larger in order to get the final 60K at the highest quality? (I do have the option of taking larger duplicate files, reducing them to 360K then saving to web).

you can enter the pixel dimensions then change the different compression amounts until you get the size you need.
then you save.
