Without Transcoding? No. You will want to look for an NLE with "smart rendereing."

You may be able to do it with TSMuxeR (freeware) though it depends on what you then want to do with it.
The very basic video editor in Nero 9 should do what you want (works here, but it might depend on your particular footage format) - it allows you to place the clips sequentially on the timeline then 'smart render' to a single file (if you specify the correct output file format to match the input file format).

Good thoughts and links. As I only work in SD and try to steer clear of MPEG, until I need to Export, I do not know other programs that have "smart rendering," and hesitate to just pull some out of my, er-r, ear - yes ear, that's it. Heck, I probably even own some that do, but have never explored them for more than light utilty work.
Thanks for the replies, I have tried TSMuxeR and it works pretty well. The only issue is that the sound is out of sync on the combined file. Does anyone know how to fix that? Are there some settings in TSMuxeR that I need to specify to prevent that issue? I am just using the default values. I click "add" to include the first video, then join for the remaining clips. I choose M2TS muxing and click start muxing.
