Flash clients can't access the local file system - which I assume is what you want your desktop toolbar to have access to.
You need Adobe Apollo - due anytime soon :)
I think you'd need to wait for Apollo.

Okay i explain about my DESKTOP TOOLBAR. (same kind like OFFICE 1997 or 2001, Creative Toolbar , ....)
Into my toolbar, i display plenty buttons or menus. Each Button will show the content or run something into Flex in fullscreen.
Now if no buttons was clicked, only toolbar will be shown at bottom screen

Do you mean a tool bar that will run outside of a browser on your Windows desktop? That can't currently be done with Flex 2, as far as I understand.

To be precise, it will run an Apollo toolbar (which could have been developed in Flex 2) outside of a browser on your Windows desktop.
