Might just be a bad EPS.
Will it open with Acrobat? Photoshop?
I wonder if you can use it in either InDesign or QuarkXPress as a Placed graphic. When the original bar code was generated, it, because of its very proprietory use, may have some sort of encryption or may be locked preventing anyone from messing with it. Don't forget, bar codes hold very specific product, SKU, pricing and other sensitive information.
What, exactly, do you mean by "does not work"? Can you tell us exactly what happens when you try the various methods?
Have you tried switching to outline mode? Sometimes path objects come in unfilled and unstroked.
Your attachment is opening up as only a tiny image fragment... at least on my browser. Perhaps you could repost it as an inline image (using the camera icon).
If you can post the EPS file itself (zipped), that would give us the best chance at figuring out what's going on.

I see you have posted a GIF of the barcode, could you post the actual .eps file?
