If this were my white elephant, I think I'd build a set of HTML pages for the search engines and people who don't have Flash to use. Remember, it's all about content, not just keywords and phrases. If your client isn't interested in paying for another site, You might consider putting the text and a few pictures into a PDF document. Google indexes PDFs.
Incidentally, you've got an extra Doc type declaration on your pages. You only need one per page.
