There are a number of tools available. The exact workflow you choose will depend on your situation.
Andrew Shorten has written some great material on this stuff. I recommend these:
Probably the simplest workflow is this:
Designer makes changes in original FXP and sends to dev.
Dev imports a new project into FC, integrates the changes into to the mainline project, and then deletes the new project.
Designer exports a component library from Catalyst (FXPL file)
Dev imports FXPL as a library project and links against it in the main project.
Dev writes all code in the main project, trying not to touch the library project.
Designer iterates on visual design, then exports another library project.
Dev imports FXPL over old library project. Everything is updated.

It looks like exporting to fxpl is no longer an option in Catalyst with Beta 2. How can we export to fxpl?
You can still export to fxpl in beta 2.
Right click on any item in the library panel to see the library panel context menu.
'Export Library Package' should be listed there.
It will export all items in your library to an fxpl.
