We would like to track who watches our videos on our web site, so we need to have the viewer re-directed to a page on our site as soon as the video ends. Camtasia Studio allows us to do that by exporting to a .SWF file then adding a "jump to URL" function at the end of the video.
Is there a way this can be done in Premiere?

Check the Help file, specifically the section on Markers.
You can Export the AV from PrPro as FLV and then wrap it is an SWF in Flash. That will allow you go get what you want. PrPro, by itself is an NLE only and will only handle AV material. Interactivity must be supplied elsewhere in the production chain.
[Edit] You can call a URL with a Marker, as Jim suggests, but for that additional step, I think you'll need to go to Flash.
