Saving A Dynamic Rights Enabled PDF as a Static PDF

I have a dynamic order form with rights enabled for users with Adobe Reader 9 or higher. If users have an Adobe print driver that comes with Acrobat, they can click the Print Button on the form, and choose "Adobe PDF" from the printer drop down menu and save the document as a static PDF after the order has been completed. However, I can't seem to find a solution for saving the dynamic PDF form as a static PDF with Reader if the user doesn't have an Adobe print driver. File > Save As only renders a completed PDF with active fields making the form easy to alter.

How can I take a dynamic PDF and Save As a static PDF using Reader?
