Do a test please:
PLACE art into a new Ai project.
i " Placed " the art in a new illustrator document with various settings. All look the same as the original ( garbelled ) codes.
This might help shed some light on the case :
i removed the .esp from the file and double click to open. The app " Text Edit " opened it, as somthing like HTML code. Here is the top portion of what TextEdit window looks like :

If you have a version of Acrobat, you can try distilling the eps file into a PDF then open the PDF in Illustrator.
There are some lines of code missing from the top of the file. This is what the first few lines of a correct .eps file should look like when opened in a text editor:

The file you show is missing the top 5 lines. Try making a blank file in AICS3 or 4 and save to the desk top. Open in a text editor and copy the first 5 lines. Open your .eps file in the same editor and paste the lines in at the top of the file. Save and then try opening with AICS3 or 4.
i fired the Adobe Distiller 9 for the first time set the default settings on "Standard " , opened the offending EPS file with it and a a flash i got a loged error at the bottom of the Distiller windo :

Then delete the top line and the characters on the second line up to the %!PS, Save and try to open.
Well, it looks like you've done due diligence. Time to call the client and ask them to resend the file. Preferably an .ai file this time, but if all they have is the .eps maybe the next send won't be corrupt.
And be sure to tell them to "zip" (compress) the file before emailing it.
