No, Tom. If you're talking about adding what DVD Architect calls Introductory Media, that's not available in Premiere Elements.
In fact, for adding media at the head of a DVD, before the menus display, we usually recommend DVD Architect Studio.

Looks like you have the exact terms for DVD Architect. Just in case you happen to need to do a Search in other authoring software, two common terms for this material are: "Play First," and it's often referred to as "Copyright Notice," as that is a very common usage.
Glad that Steve had the exact term for you, as I would have directed you to "Play First," as that is the common term for Adobe Encore, another authoring program. That would not likely have helped you in DVD Architect.
